Motion to Approve Facade Improvement Application for Luverne Brew Partners LLC for Project at 509 E. Main St.

body

Luverne Brew Partners LLC has submitted a Facade Improvement Program application for improvements to the property at 509 E. Main Street.  The applicant is requesting a two-phase approval process due to the urgent need to address a leaking Event Center roof. Rather than waiting for all contractor bids to be received, they are requesting approval to move forward with the work that has already been quoted, allowing the roof repairs to begin as soon as possible.

Phase 1 - Scope of Work

The proposed Phase 1 improvements include:

- Repairing the Event Center roof

- Gutter and concrete work for ice remediation

- Painting the north wall

- Repairing signage

- Replacing poles and landscaping materials

Total Phase 1 Project Cost = $57,174.  Luverne Brew Partners LLC is requesting a grant of $20,011 and a loan of $20,011 for the Phase 1 project cost. The loan would carry an interest rate of 4% for a term of seven years.  The applicant has met all requirements for this portion of the application.

Phase 2 - Remaining Improvements

The applicant is still waiting on contractor quotes for the remaining proposed improvements, including but not limited to::

- North wall concrete repairs

- Concrete patio repairs

- Exterior lighting repairs and replacement

- Stucco repairs

- Window repairs

- Tap Room roof work

Once the remaining quotes are received, the applicant will submit Phase 2 for consideration. The applicant understands that the combined Phase 1 and Phase 2 assistance cannot exceed the program maximums of $28,000 in grant funding and $28,000 in loan funding.  This approval would allow the applicant to address the urgent roof repairs while obtaining the remaining bids. Phase 2 will be brought back to the Board for separate consideration once the additional project costs are determined.
