Motion to Approve Resolution #06-2024 "A Resolution Enhancing the Historic Facade Improvement Program"
body
Over the past several months, the LIFT Board has actively been working on some downtown revitalization efforts. The ‘Open to Progress Task Force’ has specifically been looking at ways to fill vacant storefronts, improve blighted properties, and attract new businesses and activities downtown. In a variety of different meetings and conversations, a continuous barrier is the cost of fixing up these older properties and a lack of resources for those looking for investment and redevelopment opportunities. For example, there are no programs or funds that assist property owners with the rehab of the second floor space for apartment renovation, nor funds for roof repair, etc. Current building owners also know the rising costs of maintaining old, historic buildings. In an effort to encourage property improvements before the deferred maintenance becomes detrimental to our Main Street buildings, this Resolution would enhance the existing facade improvement program by adding roof repairs and alley-side improvements (such as tuck pointing, doors, etc.) as an eligible expense to our current Historic Façade Improvement Program. This program has been very successful in the past with 29 properties taking advantage of the façade improvement loan and/or grant. This program has made a significant visual impact on the aesthetics of our Main Street and it provides an opportunity to help maintain the valuable assets that make our downtown unique and attractive for many more years to come.
